SENIOR PROCUREMENT ENGINEER

DESCRIPTION

The Senior Procurement Engineer is responsible for overseeing and managing all procurement activities related to project execution. This role ensures the timely and efficient sourcing of materials, subcontractors, and suppliers by reviewing technical specifications, assessing offers, and ensuring alignment with project requirements. The Senior Procurement Engineer works closely with Project Managers, vendors, and other stakeholders to ensure smooth coordination and successful project delivery.

JOB OVERVIEW

The Senior Procurement Engineer manages project-related procurement, ensuring timely sourcing of materials and subcontractors while aligning with technical specifications and project requirements.


RESPONSIBILITIES AND DUTIES

Vendor Selection and Assessment

  • Review and assess technical specifications, Bill of Quantities (BOQs), and drawings to determine suitable vendors for the project.

  • Conduct technical and commercial evaluations of subcontractor and supplier offers to ensure the best value and alignment with project requirements.


Tendering and Procurement Process Management

  • Manage the preparation, issuance, and follow-up of Requests for Quotations (RFQs) for tenders and project execution.

  • Prepare detailed Techno-Commercial Cost Comparison reports to recommend suitable vendors for project procurement.


 Project Coordination and Support

  • Collaborate with Project Site Managers to ensure procurement activities align with the project schedule and specific requirements.

  • Coordinate technical reviews with project teams (e.g., project managers, engineers) and end-users (e.g., clients, operational teams), ensuring effective communication and maintaining strong working relationships as a team member.


  Contract and Agreement Management

  • Prepare and execute Subcontractor Agreements in line with project specifications and Palace Group policies.


Procurement Planning and Scheduling

  • Prepare and maintain an updated Procurement Schedule to ensure that materials and services are procured in a timely manner, avoiding project delays.


 Material and Vendor Coordination

  • Review material submittals to ensure compliance with project requirements and specifications.

  • Coordinate with vendors and suppliers to mitigate delays and ensure timely delivery of materials that meet project deadlines.


Reporting and Documentation

  • Prepare detailed procurement activity plans, reports, and updates for internal stakeholders and project teams.

QUALIFICATIONS

  • Bachelor’s Degree in Engineering, Procurement Management, or a related field.

  •  A minimum of 10 years of experience in procurement engineering, with a strong focus on managing procurement processes for construction or engineering projects.

  • In-depth knowledge of procurement processes, vendor management, and cost evaluation.

  • Strong understanding of technical specifications, BOQs, and project drawings.

  • Proficiency in procurement and project management software.

  • Excellent negotiation, communication, and interpersonal skills.

  • Strong analytical and problem-solving abilities.

  • Detail-oriented and organized.

  • Ability to work independently and as part of a team.

  • Strong time-management skills and ability to handle multiple tasks under pressure.

  • Proactive in identifying and resolving potential procurement issues.
